STS Projects

STS members have worked on a large number of projects for clients in both the public and private sectors. Our key projects and clients include:
2003-ongoing: Heathrow Airport Limited STS manages the Clean Vehicles Partnership (CVP) (formerly the Clean Vehicles Programme) on behalf of BAA Heathrow. The CVP helps companies identify and implement cost-effective measures for improving the environmental performance of their business and fleet transport operations. STS are responsible for convincing companies to participate, auditing their performance and provide support to improve the environmental performance of their business and fleet transport.

2011: Bristol City Council Support for sustainable transport measures in the local transport plan. STS members have worked with Bristol City Council for a numbers of years supporting the implementation of sustainable transport technology such as low emissions buses. Much of this supported has been supported through European funding which STS was instrumental in obtaining. We also assessed the CO2 implications of the Greater Bristol Joint LTP and the associated major scheme bid. More recently we support the City with its Local Sustainable Transport Fund (LSTF) bid.

2011: Devon County Council Analysis of Low Carbon Transport Measures. Working as part of a team with Exeter University STS developed a transport and carbon emissions model. This model was used to assess the potential benefits of measures to reduce carbon emissions on Devon and the wider South West. The tool complimented a wider evidence base study on carbon reduction measures for transport.

2011: Oxford City Council Development of a Low Emissions Strategy (LES). STS worked with the University of Exeter to develop a low emission strategy for the City of Oxford. The strategy covered both carbon and air quality related emissions, and looked at transport, residential and commercial emissions. The strategy has since been adopted by the City Council and STS is involved in further work setting up a monitoring framework and further developing the LES action plan

2011: Abu Dhabi, United Arab Emirates: Transport Emissions Strategy Working with global partner MVA Consultancy, STS conducted a heavy-duty technology assessment for the Abu Dhabi Department of Transport.

2010: RAC Foundation The RAC Foundation commissioned an evidence review to assess the existing level of knowledge regarding the market adoption of ultra-low carbon vehicles with a particular focus on demand-side issues including consumer attitudes to green vehicle technologies, receptivity of fiscal incentives, and the effectiveness of policies in stimulating the ultra-low carbon vehicle market. The final report was published in 2010.

2010: LowCVP Car Buyer Survey The Low Carbon Vehicle Partnership commissioned research to identify the most easily understood type and format of information that consumers require relating to the environmental performance of cars and vans. The research successfully identified the environmental metrics preferred by consumers and their preferences for how such data should be displayed.

2004-2009: Energy Saving Trust, Green Fleet Review panel Two members of the STS Network – Simon Collings and Guy Hitchcock – were appointed as specialist advisors to the Energy Saving Trust's, Government funded advice programmes. These programmes provided free consultancy advice to organisations on how to reduce costs and improve the environmental performance of their business transport operations. 2009: Alternatively Fuelled Vehicles (AFV) Survey Commissioned by London Borough of Camden, STS member Ben Lane conducted a focus group survey to ascertain the attitudes of London-based residents and businesses towards alternatively fuelled vehicles (including battery-electric and hybrid cars).

2008: Islington Transport Carbon Audit STS were commissioned by the London Borough of Islington to produce a carbon footprint of their transport operations.  The study quantified all the council's transport carbon emissions including emissions from the council's own fleet and contracted out fleets as well as emissions due to employees travelling for business and to and form work. In addition to quantifying vehicle tailpipe emissions STS also quantify emissions associated with the production and distribution of the fuel used.  This enabled the council to make more robust comparisons between alternative vehicle fuels such as diesel, biodiesel and electricity.

2007: CENEX, Biomethane Toolkit STS were commissioned to develop a set of tools and information to allow local authorities and other to assess the practicalities of using biomethane as a vehicle fuel. The project built on our market leading experience in biomethane as a vehicle fuel.

2007: Cory Environmental, Biomethane for vehicles Cory contracted STS to provide technical assistance in assessing opportunities for using biomethane from its treatment of organic waste to power vehicles in its fleet.  STS provided the national policy situation, technical information on vehicles and organised a study tour to Sweden to see a biomethane fleet in action.

2007: The Co-op, Sustainability accounting in the biodiesel supply chain Project assessed how the Co-op could use the carbon and sustainability reporting information being developed as part of the Renewable Transport Fuels Obligation (RTFO) to ensure sustainability of their biodiesel supply.

2007: European Commission, BioNett Project This project is developing a supportive framework for encouraging the growth of local markets for bio-fuels as a low carbon alternative for Local Authorities and other public sector transport fleets across the EU. The project will establish local supply networks and provide capacity building within these networks through training and information provision. STS has been contracted to provide training support through the training of the project participants and the development of training material.

2006: European Commissions, HGV emissions study STS, led by Sadler Consultants, undertook a research project for the European Commission on how the EU can support the greater use of technical measures to reduce the emissions of particulates and NOx from heavy duty vehicles.

2006: Environmental Protection UK (Formally NSCA), The Role of Biogas as a Transport Fuel This project studied the practical, economic and environmental issues surrounding the use of biogas as a vehicle fuel. The project, commissioned by the NSCA with support from the BOC foundation, estimated that about 8% of the UK’s road transport fuel could be met from the digestion of agricultural and food waste to produce transport quality biogas and could reduce GHG emissions by some 9 millions tonnes per year nationally.

2006: Suffolk County Council, Business Mileage Benchmarking STS were commissioned by Suffolk County Council to benchmark their employee business mileage and costs against other similar local authorities. The benchmarking exercise helped to identify opportunities for reducing business mileage and costs. The final report included recommendations on how to set and implement business mileage reduction targets as well as a detailed action plan for implementing a strategy to achieve the targets.

2005: Bristol City Council, Assessment of CO2 impact of the local transport plan This project assessed the CO2 implications of the Greater Bristol Joint LTP and the associated major scheme bid. The analysis suggested that the full package, together with assumed improvements in vehicle fuel efficiency, would restrict growth in CO2 emissions to around 2%, which is in line with the national average. To drive emissions down further significant demand management measures would be needed focusing on car traffic in urban and rural areas, and heavy goods traffic on trunk roads.

2005: DEFRA, Local and Regional Action on Carbon Reduction Working with the Centre for Sustainable Energy, STS has been assessing the potential for local actions to reduce carbon emissions as part of the Government’s review of the Climate Change Programme. The role of STS was to look at the potential for carbon reduction from transport, considering the role of local and regional authorities. The work concluded in 2005 and was reported at the NSCA conference on ‘Local Authority Response to Climate Change’.
